Brad Koehn

General Manager

Brad Koehn was appointed as General Manager by the Board of Directors in 2024. As General Manager, Koehn directs the day-to-day operations of Turlock Irrigation District’s (TID) extensive irrigation water storage and delivery system as well as the generation, transmission and distribution of electricity within a 662-square mile service area in Central California.

Koehn has over 20 years of experience in the engineering field. Prior to working at Turlock Irrigation District, Koehn spent 16 years in private practice engineering, most recently co-owning a local civil engineering firm. In 2011, Koehn joined TID as the Civil Engineering Department Manager where he was responsible for the planning, design, and project management of many capital improvement, water-use efficiency, and irrigation automation projects. Prior to becoming the General Manager, Koehn served as District’s Chief Operating Officer since 2020.

Koehn is a licensed professional engineer and land surveyor in the State of California.

Brian Stubbert

Assistant General Manager of Financial Services and CFO

Brian Stubbert is responsible for the fiscal operations of the District, including forecasting, analysis, budget planning, and oversight of TID’s information technology, and materials management functions. He performs critical analysis on financial matters, providing recommendations to the general manager and board of directors. His tasks include developing and improving cost controls and maintaining good credit standing for the District.

Stubbert was appointed to his current role in 2017 and has more than 22 years of financial experience in accounting, budgeting, and working with auditors and boards of directors. Most of his financial expertise was developed during his tenure within the San Joaquin Valley and its diverse agriculture industry.

Stubbert is a graduate of California State University, Stanislaus, a member of the American Institute of Certified Public Accountants, and most recently served at Merced Irrigation District where he was the Chief Financial Officer.

Tou Her

Assistant General Manager, Water Resources

Tou Her is responsible for the Civil Engineering, Water Distribution, Construction and Maintenance, and Transportation and Facilities departments, in addition to overseeing the Don Pedro Recreation Agency.

Her was appointed to Assistant General Manager, Water Resources in 2013 and has been providing oversight to the District’s innovative water management operations. Prior to his current position, Her served as the Civil Engineering Department Manager, and was responsible for irrigation capital planning, engineering, and project management, irrigation geographic information system and SCADA, inspection of dams and other irrigation infrastructure, and survey/right-of-way. He has also managed many complex projects during his tenure at TID, including the Canal Office parking structure expansion and solar energy generation system, Walnut Energy Center’s water treatment plan microfiltration, and the civil design of many electrical substations.

Her holds a Bachelor of Science degree in Civil Engineering from California Polytechnic State University, San Luis Obispo. He is a licensed professional civil engineer in the state of California.

Manjot Gill

Assistant General Manager, Electrical Engineering and Operations

Manjot Gill directs the planning, design and operation of the District’s transmission lines, distribution lines, substations, and communications systems. He also manages various technical studies and oversees coordination with the District’s large industrial and commercial customers in the design of new electric service facilities.

Gill joined the Turlock Irrigation District in 2006 and was appointed to his current position of Assistant General Manager, Electrical Engineering and Operations in 2017. Prior to his current position, Gill held the position of Electrical Engineering Department Manager of Smart Grid and Standards and was responsible for District Metering, Electrical Standards, Solar Applications, Joint Pole, Electrical GIS, and large capital projects. During his career with TID he has also worked on several transmission line projects and designed distribution facilities for large industrial and commercial customers.

Gill is a graduate of California State University, Sacramento with a Bachelor of Science degree in Electrical & Electronic Engineering. He is a Licensed Professional Electrical Engineer in the State of California.

Tim Payne

Assistant General Manager, Power Supply

Tim Payne was appointed Assistant General Manager, Power Supply in 2024. Mr. Payne is responsible for managing the District’s internal and external power generation and supply resources, dam safety, energy trading and scheduling, energy settlements, and various interactions with the California Independent System Operator (CAISO), the California Energy Commission (CEC) and the Federal Energy Regulatory Commission (FERC).

Mr. Payne is a licensed professional engineer in the State of California, with 20 years of experience public infrastructure projects. Prior to working at Turlock Irrigation District, he spent 10 years as a consulting engineer, primarily designing water conveyance infrastructure. Since 2013, when Mr. Payne joined TID, he has primarily been involved with overseeing the dam safety program, power plant maintenance and operation, and managing large capital improvement projects.

Michael Cooke

Director of Water Resources and Regulatory Affairs

As Director of Water Resources and Regulatory Affairs, Michael Cooke is responsible for leading Turlock Irrigation District’s efforts to obtain a new license from Federal Energy Regulatory Commission (FERC) for the operation of the Don Pedro Project in coordination with the District’s co-applicant, Modesto Irrigation District. Cooke is also charged with ensuring that the District complies with the Sustainable Groundwater Management Act (SGMA), which mandates the sustainable use of groundwater in California.

Cooke joined Turlock Irrigation District in 2020 and has more than 30 years of experience in water resources, municipal utilities, environmental compliance, infrastructure financing, and land use planning.

Cooke has a Bachelor of Arts in Geography (European Studies) from Durham University (England), and a Master’s of Public Administration from National University.

Jorian Reed

Director of Human Resources

Jorian Reed joined the Turlock Irrigation District as its Director of Human Resources in June 2018.

Jorian Reed is responsible for leading the Human Resources function for the District, including strategic HR planning, talent acquisition, employee relations, performance management, compensation and benefits, training and development, employee engagement and legal compliance.

Reed was appointed to his current role in 2018 and has more than 20 years of Human Resources experience.  Most of his experience was developed during his tenure within the San Joaquin Valley supporting large manufacturing facilities focusing on developing and retraining top talent and fostering a positive workplace culture.

Reed is a graduate of California State University, San Diego with a Bachelor of Arts degree in Industrial Sociology.
